As part of the transformative Joint Programme on Realizing Gender Equality through Empowering Women and Adolescent Girls, Women and Social Protection (WSP) played a key role in strengthening the capacity of local government actors in Tanzania.
This impactful initiative is jointly funded by UN Women, UNFPA, IFAD, FAO, and WFP, and aims to advance gender equality by equipping key institutions and stakeholders with the knowledge and tools needed to promote women’s empowerment.
Strengthening Local Capacity in Ikungi District
Under the pilot phase of Local Government Authority (LGA) capacity strengthening, WSP delivered targeted training to key personnel in Ikungi District, including:
- Community Development Officers
- Social Welfare Officers
- Other frontline officers involved in planning, budgeting, and service delivery
The training covered critical themes, including:
- Gender-Responsive Legal and Policy Frameworks – equipping officers with knowledge on national and international instruments that promote gender equality
- Women’s Economic Empowerment and Social Protection – introducing practical strategies to enhance the economic resilience of women and adolescent girls
- Gender-Responsive Monitoring & Evaluation (M&E) and Communication – ensuring that gender perspectives are integrated into program design, tracking, and reporting
- Gender-Responsive Budgeting – supporting the integration of gender considerations into planning and budgeting processes for inclusive service delivery
“Strengthening local systems is at the heart of achieving sustainable gender equality. These trainings are helping bridge the policy-practice gap,” said a WSP facilitator.

Building the Foundations for Transformative Impact
By building the capacity of district-level officers, the programme ensures that gender equality is not just a national commitment—but a local reality. Participants left the training better equipped to apply gender lenses in their day-to-day work, from designing community programs to allocating public resources.
